Ambassador-at-Large for Global Food Security in the Ministry of Foreign Affairs, European Union and Cooperation of the Government of Spain.
He has been Director General of Sustainable Development Policies. He worked in the Executive Office of the Secretary General of the United Nations. He was Deputy Director General of Development Policies in the Spanish Ministry of Foreign Affairs. Professor of Theory and Planning of Development and Natural Environment and Director of its Center for Development Cooperation (2004-2007). An engineer by training, he holds a PhD with a national award on development planning and management. He is the author or co-author of more than 50 publications.
